You didn't say whether you're working W2 or 1099.  Generally, travel time is not 
billable for W2. but the bottom line is that you can bill for anything that you 
and your client agree is billable.  Ask the person who signs off on your 
invoices what he or she considers acceptable.  If the contract was initially 
drafted as being remote work and the funds that pay you are not coming directly 
out of that person's pocket, you might get a yes.

Time spent on-site should always be billable if you're on-site because the 
client specifically asked/required you to be.
