I think it very rare to charge for travel to the site, unless that's been
specifically stipulated in the contract. (As a contractor friend told me
-- they can always find someone local, so don't rock the boat.) That's
different, of course, from major travel to their customer site, which their
own employees would certainly do on the clock.
But if there's downtime while onsite (that's not your fault, vs. you're
sitting at a desk and decide to spend 20 minutes dealing with another
client's crisis), I'd charge for that. And you're probably using that
downtime to talk informally with their people anyway, which is definitely
adding to your knowledge of the client and how they do things.
