I've been using WeBuilder 2008 by Blumentals Software (http://www.blumentals.net/webuilder/). There's a new version that has commercial pricing at $70, and the student/home version at $50. I'm a big fan of Dreamweaver, but I can't afford it anymore. WeBuilder has the type of functionality and behavior that I got use to with my Dreamweaver 4 software.
At this point, I don't do much beyond editing existing html pages, but I've been very pleased with WeBuilder so far. I hope to be able to play with it more in the future, and do more site development than site editing.
