Keep in mind that $200 for a 30 second gig is not $200 for 30 seconds of
work. While some "Voices of God," literally CAN walk into a studio and
do it in the first take, usually there's a director who asks for several
takes. There's a cost difference depending on whether you do that in
your home studio or go into theirs, etc. Doing voiceover for training is
not going to command that kind of price. But, you know, for a REAL Voice
of God type, $200 wouldn't get you a single syllable.
