I can't think of a context in which the "Standalone"
(workstation-based) version of Eclipse help would be the best choice
for delivering online help for non-Eclipse applications.

The "Infocenter" (Web-hosted) version is worth evaluating if you're
looking for a way to provide help for a hosted application.

However, for non-Eclipse applications, I'd probably go with OmniHelp,
since it's more polished and the deliverable is just a collection of
static files. It's better than Quadralay's or Adobe's formats.
