That is a transparency issue. You need to save the document with
transparency information, usually as a .png or a .gif. You need to create a
background with a color that you will drop out during the save. From the
"Save As..." menu, select a file type that supports transparency, click
"Options," click "Run Optimizer" (don't concern yourself with interlacing
and optimizer options, since you can change them later), and select the
"Transparency" tab. You should be able to find your way around after that.
> 2. Can and how are vector images created in PSP X2?
Two ways. One is to create a new image with a Vector background and the
other is to create a vector layer from the layers palette.
