They made us change to this form of numbering at a previous job.
Their excuse was that it made it easier for the translators to swap
out chapters in a manual if only one chapter changed.

We were supposedly being charged by the translators for every page
that changed, even if only the page number changed. I always thought
that was a bit bogus, as FrameMaker automaticially renumbers pages, so
why would they charge for something that the software does
automatically?

At any rate, I find that having each chapter numbered separately is a
huge usability issue for me as a reader, as well as being a right pain
in the rump to set up and maintain as a writer. I vastly prefer
numbing a manual from 1 to x. And now that I'm a lone writer, that's
how I roll. =)
