The toolbar is still there, but it has been banished to the outer
darkness of the Developer tab. Click the Developer tab, and you will
see the buttons of your toolbar on the Add-ins group there. In order
to see the Developer tab at all, you need to go to the Options dialog,
and check the "Show Developer Tab in the Ribbon" box in the Popular
tab of the dialog.
It is possible to customize the ribbon if you know some XML and are
prepared to rewrite your macros so that they can be called from the
ribbon.
Much less effort is involved in dropping template-specific commands
into the Quick Access Toolbar.
