Outlook rule keeps refusing to stay put

Outlook keeps putting my TECHWR-L digests in the junk email folder.
Every time this happens, I create a rule to put them in a TECHWR-L
folder I created for the purpose, but the rule stops working after
awhile and I have to recreate it. Anybody have any idea what's going
wrong?
