As a manager, I would not try to dissuade any writer
who reported to me from choosing to be hourly if he
or she wanted to be, but I would never choose it for
myself.
I believe the inevitable result of going this route
would be a reduction in the hourly rate (either
by pay cut or by putting the brakes on future
increases) to keep the total pay for writers who
typically put in more than 40 hours constant, and
in the long term a further erosion in other aspects
of technical writer qualifications to bring the
position more in line with other hourly office
(that is, clerical) staff.
And you can guess what will happen to OT hours
and pay when the economy calls for budget cutting.
