Perhaps the president is thinking that
insofar as the processing has been pushed
earlier, it has been "advanced." A case
could be made for that, but it pales against
the disadvantage of ambiguity. Everyone
claims that everything they make is
"advanced" in the sense of being spiffily
up-to-date, so your president's version
looks like meaningless verbiage.

In short, you're right. Perhaps if the
president is indeed a good writer in
general, you may hope that the problem
won't recur.
