Not an odd situation at all...just a new situation for you.

First, don't guess - define, ask exactly what they want. If it's new for you
don't be worried about it and simply tell them this is something you need a
better definition of before you begin. Break it down to the smallest pieces
before the storyboard is put together.

There are several Storyboarding apps available, but the suggestion of
diagramming screenshots is great.

>From what you describe, this is about User Experience. So, dump your brain
and approach it as a user. Use the software, the web interface and complete
common tasks creating the Storyboard as you go.

Keep it simple.
