This is only a wild guess, but my thought is that you have the graphic
anchored to a paragraph that's on the preceeding page and the graphic is
trying desperately to stay with the paragraph it's anchored to.

Here's something to try...

1. cut the graphic out of your document so that it's on the clipboard
2. put the cursor in the paragraph that follows the graphic - should be the
first one on that page
3. paste the graphic back into the document

I hope that helps. If it doesn't, I don't have a clue - sorry.
