The opening curly quote code is "\`" -- in case it's not clear, that's the single open quote (or grave accent) key, the one that is tilde when shifted. So the xref format looks like this:
Chapter <$paranum> \`<$paratext>\'
(Although I think there should be a comma after <$paranum>.)
