The question is what do you want to do with these screen captures and
why they are in the user guide?
or What is the purpose of all these annotations on one screen capture.
If you are writing procedures i.e. telling people how to do something,
then maybe you need a series of screen captures.
Snagit (which you mentioned) allows you to fade out part of the
screen, in order to emphasize another part of the screen.
Maybe you could use the same capture more than once, each time
annotating or displaying the relevant part of it, since as you said,
many annotations on one screen capture is not useable.
