You didn't specify what type of help system you want to create, so
check out <http://hatmatrix.com/> for a complete list of commercial
products. Many of these will provide free downloadable trial versions
you can use as a proof of concept. If your employer lies the results,
you can simply upgrade the demo to the commercial version, having
proven that it works for you.

But if you want "free" and are willing to roll up your sleeves and
learn how to use a somewhat less polished tool yourself, why not go
straight to the source: Microsoft (http://msdn.microsoft.com/en-us/
