Much of the bloat is there to support round-tripping, so you can open
the HTML file in Word and all the Word features, functionality, and
metadata that are irrelevant to HTML are still there.

Some time ago (for Word 2000, I think), MS offered an "HTML export
filter" plug-in that stripped out the Word-specific stuff. In Word 2003
and 2007, that functionality is built in. I believe it's one of the
choices under the Save As command, and there are some configuration
settings in Tools > Options to control what gets filtered out.
