In a hiring situation, yes.

But what I'm talking about is where the tech communicator is actively
working the task. If he has started by understanding what the audience needs
to be able to do when the knowledge transfer is complete, he is well on his
way to success -- regardless of whether or not he happens to have the
required information already stored in his hippocampus or has to go rooting
around for it.

Ultimately it isn't about what the writer knows. It's about what the
audience knows after the transfer is complete.
