It isn't necessarily either. My point was that I could
make an effective writer from someone with an
engineering, science or other background and no
writing experience if they demonstrated an ability
to communicate effectively, or from someone with an
English, journalism or other communications background
and no engineering or science experience if they
demonstrated an ability to grasp complicated technical
subject matter.

What is really *needed* is someone with ability in
communications *and* technical subjects, what path
someone takes to get those abilities is only relevant
as a possible predictor of how fast the person will be
able to get up to speed. "Industry-specific" experience
merely brings the hope of faster ramp-up. And as
I have posted here in previous discussions on
qualifications, any list I put in a job description
always ends with "or equivalent experience."

Well, I can see you not hiring me where you work at the moment, because
your industry has a long history and all those regulatory and other
