To do that, you'd have to eliminate a whole bunch of variables to isolate
the impact of user documentation, identify causal factors and then compare
that. And the chances are that we'd still be dealing with apples and pears,
if not oranges.

Eliminating the bunch of variables could start of a small war between
departments, because they're probably making overlapping claims already.
