Our company sells products to French companies.
We have never been asked to provide something translatable, i.e. I
supply PDF files in English, never a Word or Frame format, which is
something that can be translated easily, I am never asked to provide
the original graphics, which all lead me to conclude that the
documents are not translated into French.

The only thing that occurs to me is that this could apply to a
specific type of software, or sometimes in tenders user guides in the
relevant language are required as part of the material submitted for
the tender.
