New Jersey has some of the lowest gasoline prices in the country,
but that is due to a low state tax rate on motor vehicle fuels
rather than any market forces. Prices are on the low end of the
NJ range near my home and and premium is currently about $3.07
per gallon. (As a general rule, the price I pay for premium is usually
within 4 or 5 cents of the national average for regular as reported
by AAA and the news media.)

And although we're not allowed to pump our own gas in NJ (both
the customer and the station can get fined), it's hardly what I'd
call "full service" since it's virtually impossible to have anything
beyond refueling done at the pump.
