Is it possible, even conceivable that this might be a process problem more than it is a people problem? I love the idea of everybody using the same checklist "to improve the process". Employee engagement is one of my favorite magic tricks.
This solution follows Subtopic 17 from Supervision 101: "Catch 'em being good."
If he can't research and write a simple process checklist, fire his hoo-hoo. Follow due process and procedure of course.
