State agencies vary widely. If you do not present the proposal the way the
agency specified, SOL! Give them what they ask for, the way they ask for it,
right down to the font.

I've been writing govt & private-sector proposals for 25 years or so.

Every RFP I've ever dealt with included their preferred format (template).
The big expensive training program from Shipley Associates _strongly_
recommended not deviating from the customer's designated preference when it
comes to format (as in, they'll use nonconformance to can your beautiful
work without looking at it).
