I've been writing govt & private-sector proposals for 25 years or so.

Every RFP I've ever dealt with included their preferred format (template).  The big expensive training program from Shipley Associates _strongly_ recommended not deviating from the customer's designated preference when it comes to format (as in, they'll use nonconformance to can your beautiful work without looking at it).
