That would have been my approach, primarily because there's no
way of knowing how the manager will turn out to be. Of course,
there is still no way of knowing for certain that this manager won't
wimp out if the apparent initial improvement Abby perceives
turns out not to be and the none of her other coworkers bring
their own issues with this person up, so the situation is far from
being resolved.
But the manager's response about hearsay is, unfortunately, the
correct one given that the actual recipient of said insensitive remark
does not appear to have complained (note that the problem worker
appears intent on buttering that person up). Overhearing a racial
remark that isn't even directed at you doesn't quite reach the
threshold necessary to establish a that there is a "hostile workplace"
situation going on. The only course of action possible unless there
are repeat incidents is to gather the office together to administer a
general reminder about the company's policies.
