Actually, there are keyboard shortcuts. But they're poorly documented,
not very intuitive, and off by default. Sigh.

First, go to Edit > Preferences > General, and turn on Use single-key
accelerators to access tools. Yes, Adobe calls keyboard shortcuts
"single-key accelerators" -- even though many are multi-key. Sigh.

Then, press F1 to open the Help file, go to the topic "Keys for working
with comments," and print it. You're going to want to keep a copy handy
until you memorize what appear to be completely random key assignments.
Once again, sigh.
