Nationally/internationally recognized certifications for technical
writing: None.

Potentially relevant certifications:

For project management: You can get certifications from the Project
Management Institute (CAMP, PMP) and/or from the UK Office of Government
Commerce (PRINCE2), among others.

For IT service delivery and service support: ITIL certifications at various
levels.

For proposal management: the Association of Proposal Management
Professionals (apmp.org) has a certification scheme.

Etc.
