No. The person reading the requirements is not necessarily going to have
your level of understanding, and might come up with incorrect
specifications. Let me put on my pointy-haired wig for a moment...

"I'm running Vista x32, but that should not be a problem, because it's
still Vista, probably just a bit slower."

"I'm running Vista x32, which uses only half as much memory as Vista
x64, so I won't have to add any additional memory. It should work fine."

"It doesn't say how much memory I need to add to the machine. I guess
I'd better postpone making any decision until I talk to the guys who
understand memory."

"It doesn't use memory. Vista uses the memory."

You are best off writing the requirements in the usual way, because
that's what your pointy-haired customer understands. No one is offended
by the apparent redundancy, except possibly you.
