On a CD means that you're going to want to generate
HTML/XHTML from a database, which you can do from
Excel, CSV (flatfile) or SQL quite easily. You're
basically making a low-tech, static CMS. I'd recommend
Perl/Python and a simple db like SQLite, unless data
is already in a readable format like Excel/Access.
