File locations on product media

Does anyone have any knowledge of -- or, failing that, interest in :-)
-- where files should be located on software product media (CDs and
DVDs)? Specifically, I'm trying to determine whether there's any
guidance, best practice, or legal requirements on the location of the
following types of files in multi-language product media packs:

-- readme files
-- end-user license agreements (EULAs)

Depending on how you look at this question, it can boil down to a choice
between placing files either in the root folder of the CD/DVD
(containing docs called, say, readme_en.html, readme_fr_html, etc) or in
so-called "localized" folders (containing docs called readme.html in
\en, \fr, etc). In my mind, avoiding lots of localized files with
individual names in the root folder is probably a good thing, but I
could be persuaded otherwise...
