What is the difference between a QA plan and a protocol?

From Dictionary.com, definition #6: Medicine/Medical. the plan for carrying
out a scientific study or a patient's treatment regimen.

Per the American Society for Quality, "Quality Assurance" is not the same as
"Quality Control" (Inspection and Test). QC uses lots of test protocols
(because they sound more official and important than test plans, sheesh).

OK, thanks. I think I see a misunderstanding here. I want to
understand the difference between a protocol (how something is done)
and a QA plan (how it's checked to be sure it's done right). My
original wording may have implied I was asking about the difference
between a QA plan and a QA protocol.
