Starting a Documentation Group by Peter Hartman
Managing Your Documentation Projects by Joann Hackos

Book recommendations (and the rest of Susan's post, for that matter) seconded.

Both books appear to be out of print now, but should both be widely
available through online used bookstores (for the Hartman book, search
for ISBN 0967417902; for the Hackos book, ISBN 0471590991.)

JoAnn Hackos has a new book out (published last month) called
"Information Development: Managing Your Documentation Projects,
Portfolio, and People" (ISBN 0471777110); it is reported to be an
up-to-the-minute rewrite/update of the classic title mentioned above;
I have not read it yet, but might.
