Even for Caterpillar, who has always been on the forefront of
translation & documentation technologies and invested $$$$ in developing
a controlled source language and embarked on various research projects
with Carnegie Mellon University, post-editing is necessary.

J. Carbonell's recent work toward machine translation was profiled

It sounds like machine translation won't be especially productive today unless your boss can send it out to a company with a statistical translation engine that has lots of existing validated translations of technical manuals from the field you're working in. My wild guess is that the price you'd pay for translation by such a state-of-the-art system would be a lot more than what you'd pay if you recruited some bi-lingual native-speaking CSci students and an editor in the target country.
