Many thanks for posting an excellent overview article. I think for those of us who are already doing these things, this is a nice reminder as to why we're doing it. For those who aren't already doing this, it's a good explanation as to why they should.
As someone who has created Web sites using the methods described, I can say that it certainly does lead to leaner code and faster loading pages. And as for rebranding and maintanance costs, using CSS makes it VERY easy to do layout changes--from minor tweaks to complete redesigns.
One book that I've found REALLY helpful for CSS is The CSS Anthology: 101 Essential Tips, Tricks, and Hacks ( http://www.sitepoint.com/books/cssant1/ ). Beginners and intermediate users of CSS will find it a great resource. I have no affiliation with either this book or its author, I'm just a happy user.
