I can understand the agency wanting to protect themselves, but you also need to protect yourself from agencies. To that end I would add two these two clauses:

1.) The agency agrees to pay the contractor the sum of $2000 if the employer changes their mind and cancels the contract prior to the start date.

2.) The agency agrees to pay the contractor the remainder of the salary due for the term of the contract if the contract is terminated prior to scheduled completion date.
