Update: WinHelp on Vista

November 2006: 16-bit WinHelp "will continue to be included with Windows
Vista" -- no need to download anything.

However, 32-bit WinHelp in Vista will require the download, which "will
be available in time for the consumer release of Windows Vista scheduled
for early 2007."
