It likely resulted from someone's desire to be "objective"
in evaluating writers. It's a lot easier to grade a few 100-word samples
than to compare stacks of docs that the various candidates may not even
have written. A true-false test could have provided an even starker

I feel that tests are pretty much useless until they have been tested. I
wonder how they knew what to look for in the candidates' responses to
the test? Perhaps they have criteria that select out those that cannot
write.
Perhaps, though, they toss out those who would have been the best
qualified. But wait, the HR department already does that when they ask
that candidates have at three years' experience with Vista! Only liars
pass through that filter.
