I'm not sure I'm happy with that statement as it could be taken to imply
that the worldwide readers are not direct subscribers.

I'm pretty sure that the direct vs. indirect statement reflects the
difference between people who receive e-mail from the techwr-l mail
servers vs. people who follow conversations through newsgroups,
"exploders" that forward e-mails from a single subscription to
multiple recipients (inside of a single company for example), or other
non-subscription based distribution.

Change the "and" to "with" and you have a description less likely to
be interpreted with a US-centric bent. While I'm fairly certain the
bulk of the direct subscribers (and indirect audience) are largely
US-based, it's certainly not in the charter of this group to focus on
US members or issues.

Splitting a mailing list almost universally fails, especially when the
division is to allow noise and not to separate distinct signals.
Besides, list management has already weighed in on this in the past
and won't "officially" split the mailing list (barring a surprising
change in policy). Further, this very group has been "split" before by
individuals who have created alternate lists with more permissive
posting guidelines. (Those sites have been posted already in this very
thread.)
