A caveat: I'm not a big fan of task maps in general. However,
I dislike them even more in steps. I think it's more difficult
for readers who look away from a page to find their place again
in a table than it is to find their place in numbered procedural
steps.

Hard to provide an alternative because I don't know how
closely the steps in the table are related and I can't
tell exactly the purpose of the current step 6. I'd
probably just pull them out into steps:

6. The step that's currently the first action in the table.
7. The overall action for the second step in the table.
a. The first substep.
b. The second substep.
c. The third substep.
8. The third step in the table.
9. The next step after the table.

Even if you do use task maps within steps, under no
circumstance would I have numbering of procedural steps
and continue the numbering sequence in table cells.
