* In procedures that are performed in a GUI, every step
would contain probably at least a couple of items with the
special formatting, so picking out GUI items from regular
text would not really be all that easy. Plus the procedures
start looking like ransom notes.

* We want users to read the explanatory text between menu
item and button names. We don't just want them randomly
clicking and choosing things that are in bold or some other
formatting.

At my former employer, we had a character style for UI elements that
used a different font. the idea was to make it easier for customers to
recognize what they should look for on the screen.
