Susan Hogarth wonders: <<I'm helping to prepare a proposal to a federal agency for support services (not primarily research, though there may be some marketing 'research' like focus groups, etc.). In our background material, we have several citations - many from the agency in question. What's the best way to make these citations? Endnotes? Footnotes? Citations within the text?>>

The "best way" is the way defined in the call for proposals, request for tenders, or other relevant document. Many agencies are so overwhelmed by proposals that they use compliance with their guidelines as a checklist item for rejecting proposals. So be scrupulous about following those guidelines. If no guidelines are provided, ask the agency what guidelines they want you to follow.
