Citations in proposals

I'm helping to prepare a proposal to a federal agency for support
services (not primarily research, though there may be some marketing
'research' like focus groups, etc.). In our background material, we
have several citations - many from the agency in question. What's the
best way to make these citations? Endnotes? Footnotes? Citations
within the text?
