Come on, John... Lots of interviewers would ask that question WANTING to see whether the candidate tries to get more information before jumping in with a solution. Here, for example, is a guy who'd immediately no-hire anyone who responded the way you suggested:

If you aren't interested in rephrasing the question to make it crystal-clear that you're asking for a crisis-handling process, at least cut people some slack for assuming that you might have been asking for a crisis-recognition process.
