Yes, I know that Paint Shop Pro is being discussed here, but this is my absolute favorite feature of an even less expensive alternative called SnagIt ( http://www.techsmith.com/snagit.asp ) And it does quite an array of allowing annotations, saving in different formats, seems to resize images nicely and the list just goes on.

After hearing back from so many folks asking how I accomplished the torn edge effect, I put up a tutorial. I know lists like these get fussy about posting links to personal sites and I don't want to be accused of trying to drive traffic to my site. So if anyone is interested, let me know and I'll openly share the link.
