Not necessarily. I once worked on a WinHelp system for an application
that had a menu tree (expandable, collapsible) in the left border -- it
had the same application menu options as the horizontal menu bar, but in
a vertical tree format.

Anyway, the WinHelp TOC mimicked the hierarchical tree structure
exactly, so one way to find help for a given screen would be to follow
the same path in the WinHelp TOC as you had in the "tree menu."

It was a very useful Help feature, _once you knew it was there_, so the
"Using Help" instructions described it -- as well as F1 for
context-sensitive help, etc.
