I would describe it as more of a workaround for
broken user WP skills. Most docs I get from other
people have everything in "Normal" with a lot
of manual formatting and, of course, the Word
created styles. For a few people who know how
to use Word styles I have installed my template
on their systems and their material flows in
transparently.
I'm fairly sure that the main reason I don't
have any significant issues with FrameMaker is
that nobody here creates SME input with it.

I can count on one hand the number of corrupted Frame docs I've had. Word is another story, couldn't tell you how many.
Personally, I don't have much of a problem with Word files either. That's because I use a lot of workarounds such as the one you describe.
