(This is my first posting, so it may well end up in the wrong thread.
Excusable, I hope)

Have a look at http://www.one.com.

They charge ?1,25 a month for 1000 MB webspace, and have all kinds of
nifty tools that allow you to create a website before you even know it.
Including php, mySQL, stats, unlimited transfer, and live help for
those in need.

There is a ?12 setup fee, but that comes down to ?1 a month. For ?27
you're covered for a year. For those at yonder side of the big pond,
that's about $34 at the present rate of exchange.
