Otherwise, the agencies would be more knowledgeable about the topic themselves. Really, it is not uncommon for me to have to explain to an agency person who has called me to do a remote contract assignment what per diem means!
I think this is just an indication that you are talking to a recruiter rather than an agent. A recruiter can be any doofus hired off the street (maybe ten minutes ago), to surf the Web for vaguely possible candidates. They know only what they were taught in the orientation interview. These are the people who give body shops a bad name. For the most part the account managers have been around a while and understand how contracting works. Once the recruiter has found you and started chatting you up, it's time to be talking to the account manager, to negotiate the terms of your particular deal.
