Correct.
If the manager attends meetings where only males attend, says she is
looking for developers, and hands out her card to be called. no harm.
If the manager combs through Dice and only emails males to send in a
resume, no harm done.
If the manager tells someone, maybe an agency, to filter out females
and only send males, yes, discrimination.
The difference is, she can do anything she wants to solicit males,
but cannot take any action whatsoever to discourage females and must
treat them exactly the same.
